Norwegian Land Consolidation Court Uses Altus for GNSS Surveying

Field Data from Altus Receivers Integrates Seamlessly with ArcGIS via Carlson SurvPC Software

The Norwegian Courts Administration (LCA) Land Consolidation Court (LCC) has deployed 35 APS-3 GNSS surveying instruments, along with Carlson SurvPC software, to consuct surveys and collect field data.

LCC was established under the Land Consolidation Act to adjudicate boundary disputes among property owners and freeholders in land consolidation cases and resolve issues concerning correct land usage. Mapping and other technical work is done by LCC staff so that decisions are documented for the future. The LCC technical staff are using the Altus GNSS receivers and network Real Time Kinematic (RTK) with ruggedized PCs to collect data in the field, register new sites and stake out existing boundaries in the Norwegian cadastre system. Field data is also collected to carry out GID analysis for valuation of land. The field system suports the LCC case management system, which is closely integrates with arcGIS.

The Altus APS-3 receivers accept RTK corrections from either GPRS/NTRIP or UHF radio data links. The APS-3 also supports an external GNSS antenna via cable with a 10m survey rod for better reception under heavy leaf canopy.

LCC is using t he new ArcGIS-enabled version of Carlson SurvPC software for date collection, allowing Esri’s Desktop to be used intuitively to perform all survey functions. ArcGIS points, lines and polygons can be used for staking, and ArcGIS nodes can be used for resections and localization. LCC technical staff can query GIS feature attributes at any time in the field with the Store Points, Stake Points and Map View screens. SurvPC also provides GPS measurement accuracy and blunder detection, and documents reliability and quality of mesurements in the field, eliminating the need for post processing. The GNSS analysis conforms to Norwegian survey standards.

The surveying systems and software were supplied through NavSys AS, the Norwegian delaer for Altus and Carlson. NavSys also provided extensive technical support in the development of LCC’s new field survey solution.
